We know the government is struggling to enforce IR35 in the courts, but end clients are starting to receive requests for information on their off payroll placements, so off payroll enforcement is incoming. With that in mind there are more regulations and guidance on calculating PAYE liabilities in cases of non compliance.
We will update you on current engagement we’re having with government on IR35 and also highlight issues in the regulations for your input.
We want to hear from you on want is happening in the market – are clients using off payroll contractors, do you trust their processes, is the new CEST platform an improvement, is consultancy increasing and does the supply chain know what genuine consultancy is? This will all help with our lobbying.

Tania is the Global Public Policy Director. She is a solicitor who has worked exclusively in the professional staffing sector since 1999, joining APSCo in 2016.
As Head of Global Public Policy Tania represents our members’ interests in meetings and communications with Government departments, ministers, MPs and other interested stakeholders. She is responsible for APSCo’s public affairs activity on a global basis representing APSCo members’ views to governments and contributing to the debate on the future of the global professional labour market.

Shazia is General Counsel and manages the Legal and Compliance team, joining APSCo in 2021. Shazia is a UK qualified lawyer with over 15 years extensive international expertise gained in both private practice and in house. She has worked across diverse industries including the recruitment sector, overseeing corporate, commercial and employment law matters.
Shazia provides expert guidance to members and trusted partners on legal issues and regulatory changes affecting the industry, overseeing our members’ and trusted partners’ adherence to our codes of conduct, and delivering legal services to members including model documents, precedents, legal updates, and the legal helpdesk. She works alongside Tania Bowers on APSCo's public affairs, representing our members’ interests in consultations with the government and other bodies on regulatory change.
